Dr. Igor KoutsenokIgor Koutsenok, MD, MS, is the Director of the Center for Criminality and Addiction Research, Training and Application (CCARTA) at the University of California San Diego and has a full time faculty appointment with the UCSD Department of Psychiatry. He graduated as a medical doctor in 1982 at the National Medical University in Kiev, (Ukraine). In 1989 he completed his psychiatry residency training and received degree as psychiatrist from the Medical University in Sofia (Bulgaria). In 1994-1996 he worked at the University of London, Department of Addictive Behavior and Psychological Medicine at St. Georges Hospital Medical School, where he received a Masters Degree in Addictive Behavior. Dr. Koutsenok was recruited by the UCSD Department of Psychiatry in 1997. Dr. Koutsenok led the design and implementation of the Workforce Development Training series for substance abuse counselors and criminal justice professionals working in custody and community-based treatment programs in California and other states. He is the UCSD FACT (Forensic Addiction Treatment Certification) Board of Education Director and Director of the UCSD Offender Substance Abuse Treatment Institute. Dr. Koutsenok serves as a trainer for the National Drug Court Institute, providing training and education for judges and members of the judicial system nationwide. Dr. Koutsenok is teaching medical students, psychiatry residents and psychology trainees at the University of California San Diego. He is a member of the Motivational Interviewing Network of Trainers, and he has conducted a large number of lectures, trainings and workshops on Motivational Interviewing in the US, the UK, Mexico, Hong Kong, Bulgaria, and Greece. In 2007-2010 he designed and directed the Cal-METRO (California Motivation Enhancement  Toward Rehabilitative Outcomes) Project - a large-scale Motivational Interviewing training project to train over 2000 professionals working in California Juvenile Correctional system. He is also one of the primary creators of the IBIS (Integrated Behavioral Interventions Strategies) model for community corrections, that has been adopted by the San Diego County Probation Department. He also designed and conducted a course on Motivational Interviewing for UCSD medical students and San Diego Veterans Administration primary care physicians and nurses. In 2011 he was a member of the training team at the MINT Training of New Trainers in Sheffield, England. He has authored and co-authored over 50 scientific publications and book chapters, such as "Substance Abuse: A Comprehensive Textbook" 4th edition, Lowinson, J., Ruiz, P., Millman, R., & Langrod, J. (Eds.), 2004; "Treating Addicted Offenders: A Continuum of Effective Practices", K.Knight & D. Dr. Koutsenok has been invited as guest speaker and trainer to numerous conferences and professional gatherings nationwide and in more than 15 countries. He is a proud father of three.
